Holy Trinity Mile End: Restoring to Use

 
Job Title:                   Administration and Community Liaison Officer
Reporting to:            New Testament Church of God - Epainos Ministries, Lichfield Road
Location:                  Mile End, London, E3 5AT
Salary:                      £26,000 FTE, 2.5 Days / Week
Contract hours:         Allowance of 2.5 days per week to be worked flexibly in line with the demands of the project typically between 9am and 5pm from March/April 2020 to February/March 2021.  Some weekend work will be required.

Epainos Ministries is a New Testament Church of God (NTCG) Church in Mile End.  The NTCG was established to support the propagation of the gospel through Christ-centred mission and ministry.  We are committed to growth – in numbers, in spiritual and personal development, in our governance and in our impact on society.
 
The location is in a dense urban area of high deprivation.  It is a young, ethnically and religiously diverse population.  We now have opportunities to be socially and culturally relevant to our local audience as well as catering for a wider audience that can easily reach the church through good local transport connections. 
 
The church of Holy Trinity was closed after becoming redundant in 1984 and since then its condition has gradually deteriorated to its present condition of dilapidation.  It is Grade II listed and on the Heritage at Risk Register.
 
This is the first phase of a larger project that will restore the church building and bring it back into active use.  This planning stage will also see the building made safe for intermediate uses.
 
Much of this phase is developmental and the aims are fourfold:
 
1.  Complete a heritage audit, a community audit and community consultations, with pop-up pilot projects to test out different approaches.
 
2.  Training and organisational development to equip the Church to manage this project, to partner with other organisations and to create a ‘Community Management Group’ responsible for delivering the project. 
 
3.  Investigative work to understand the scope of repairs needed to remove this building from the Heritage at Risk Register and the ongoing future costs.  To create a Maintenance Plan, Statements of Need and of Significance.
 
4.  Feasibility work and business planning exploring possible options for how the building and churchyard can be used by the public.  This will explore options that will help provide sources of long-term revenue with short and long-term uses as the work progresses.
Role Summary:
We are appointing an Administration and Community Liaison Officer to work with us during this project; funded by the National Lottery Heritage Fund.  The appointed person will play an important role in helping us to prepare for the future.
 
 
Key Responsibilities:
Administration

  1. To work with existing teams to establish new and more efficient administrative systems to support the daily running of the project development as necessary.
  2. To work with existing teams to review existing church policies and procedures with a view to implementing a strategy for strengthening policies and systems. These will include:
    • Lettings and rental
    • Communications and marketing
    • Financial reporting
  3. To support with other appropriate administrative duties as required.
  4. Supporting events and bookings in the church.
  5. Supporting the development of Arts / Heritage / Community programmes in the church.
 
Project Management
  1. To be a point of contact for project consultants, stakeholders and the National Lottery Heritage Fund for the Restoring to Use project.
  2. To keep accurate and up to date records of project activity.
  3. To be responsible for managing the Restoring to Use project budget, including National Lottery Heritage Fund reporting and payment requests, keeping accurate bookkeeping records of campaign income and expenditure.
  4. To work in recruiting for the developing Community Management Group and be responsible for implementation of project activities.
 
Stakeholder and Community Outreach
  1. To fulfil a key role in outreach to the local community and to potential stakeholder and partnership organisations, developing contacts and a plan of action for the project. 
  2. To fulfil the role of admin secretary, attending meetings, keeping notes, providing minutes and to invite them to appropriate project events.
  3. To implement and manage the social media promotion of the project to build support and engagement in our plans.
  4. To establish and maintain a database of potential donor supporters.
  5. To establish and maintain a database of potential project supporters and partners.
  6. To oversee and assist in the production of Community and Heritage audits.
 
This job description is not exhaustive and amendments and additions may be required in line with future organisational changes.
 
Additional Information:
The post holder will be based at the Epainos Ministries office in the church hall, Mile End but there is also scope for working remotely for a part of the week.
 
The post holder’s normal hours will be 19 hours a week to be worked within Monday to Friday normal office hours.  Occasional weekend and evening work may be required in which case time off in lieu will be given.  There will be a pro-rata holiday allowance of 20 days (excluding bank holidays) per annum.
 
The contract will run from March/April 2020 to February/March 2021. 
The post holder will be expected to organise their time around the project to meet the project timetable.
